When renovating an old structure, like a ship, where does the responsibility for informing workers about possible lead exposure lie?

With the structure's owner—it holds full liability and must investigate possible hazards before hiring contractors.
With the hiring contractors—if they work regularly with structures that pose this kind of hazard, they should know what they're dealing with before the job begins.
