Anytime a workplace has health or safety hazards. Owners are 100% responsible for worker safety.
In any case involving worker death or serious injury.
Only if the owner/official personally created, approved, or should have known of the hazardous circumstance.
Never. Let OSHA, EPA and other regulators handle it.
