California is considering requiring building contractors to report any monetary settlements related to their work to the state's licensing board. Is this a good or bad idea?

Good. A pattern of settling suits likely indicates shoddy, and possibly dangerous, work; that should be considered when licenses are renewed. 2%
Bad. Settlements don't always mean a contractor did something wrong; sometimes they're just less costly than going to court. That shouldn't mar a company's record. 98%
